Because it takes tremendous amounts of organization to get tens of thousands of people together, and then keep them fed; you can get away with smaller armies just by plundering the local landscape, but if you have more people moving through, let alone staying there, than the local agriculture can support, you need to bring that food in from elsewhere, and that takes quite a bit of work.
After the collapse of civilized society in the region and the rise of Germanic dinduism, that level of organization wouldn't be found again for a long time.
