I think it's like the "good cop, bad cop" thing. You have the bright, young, happy Kennedy, whose only fault was dying. Then you have the cold, hardened, rather intimidating Johnson who throws racial slurs around while talking about how big his dick is. But Johnson wanted to put through a lot of liberal policies, and he needed a way to make them popular with conservatives in his party and across the country. So they whitewashed Kennedy and Johnson took the fall for Vietnam and the various shady dealings of the administration.
