The sole reason russia hasn't been conquered is because it is at such a high latitude. WWII would've been different if russians wouldn't have been able to keep on retreating into the cold all the way to stalingrad.

But to answer your question, yes. Just look at the areas south of russia, they did okay. Especially mongolia but the russians would need to have as much of a boner for horses ad they did.
