Could Spain have had any meaningful impact on WW2? Could the Spanish army have tipped the scales in favor of the Axis?
Spain had been utterly RAVAGED by a three year long full scale civil war, not to mention that even prior to such conflict Spain was an UNDEVELOPED agrarian backwater with barely any industry. Lastly, the Spanish standing army had been split and atomised during the first stages of the the civil war save for the colonial troops and the Legion.

Theoretically, yes. While Spain's armed forces aren't likely to make much of a difference directly, letting the Germans hit Gibraltar would let the Italian fleet out into the main shipping lanes of the Atlantic and be quite significant. It still probably wouldn't be enough to turn the tide of the war though.

Only because of some key Strategic locations. They wouldn't have helped that much in manpower and equipment.

Spain is to WW2 Germany that Belgium is to WW2 (and WW1) France, so no, they would have been a liability...just like the Italians.

by being part of the supply line for the Afrikakorps? Maybe
Maybe in the early parts of the war where troop/supply movement in the Western Mediterranean was vital (see Operation Torch).
Once the allies had control of NW Africa it's not clear how Spain could have helped substantially.
