This pushes the discussion all the way back to 1922 (when the Washington Naval Conference ended) so it's kinda hard to speculate what would have happened in 1939.

Japan wanted SE Asia only after the Great Depression destroyed global trade.
If Japan and Britain were allies and Japan could engage in trade with the British Empire to fulfill its economic needs, there's no need for Japan to take SE Asia (chiefly for the oil from the Dutch East Indies).
