Definitely Himmler.
He was the one who was the most racist, Hitler and Göring actually spared jews/partly jews at multiple occasions giving them the title of "honorary aryan" but Himmler was always staunchly against this.
He was also the one who pushed the hardest for the Holocaust and the one who was most anti-christian.
