Yes. They stopped Hellenic technological progress. They had invented the steam engine, railroads and vending machines. The industrial revolution was at hand until the Romans set the world back 2000 years.

The world we would have seen if Rome before the punic wars, had not been tainted by Hellenism, if the citizen soldier figure had endured, the dignified Jupiter instead of the licentious Zeus, the Virtues and strength of it, it would have been utopic.
