I plan a city trip in Europe this year, I got 3 weeks and plan to visit 7 different cities. I want to visit museums, art & history preferably. What should I pick, what cities/museums should be on my list?

I heard Venice is underwhelming. I've also not been to Florence or Madrid, but the ither cities are great. Paris and Rome are absolutely essential.
