Mixed bag. They obviously beat the White Army, but they still had a lot of officers who didn't trust tanks and wanted to use lots of cavalry charges.
Also, it seems like (I don't know this for a fact) that they were over-extended when they got to Warsaw.

The Red Army almost rolled over Poland, mind you. They just got memed on at Warsaw so badly I'm not even sure how they fucked up so hard.
It very much depended on the unit. Some were quite good, and many of these were involved against the Poles.
The best bolshevik units were the Latvian rifles that guarded the central committee and acted as a type of praetorian guard in the early days of the bolsheviks. The Latvians themselves were the most over-represented group in the bolsheviks and seemed quite into communism compared to the rest of the baltics.
Trotsky and Mikhail Frunze were vital on turning the red army from a urban militia into a real army. Trotsky dealing with the administrative aspect and Frunze with the tactical/field/

Interestingly they mainly fucked up because of Stalin, who was the chief commissar and refused to commit reinforcements because he didnt like the commanding general, Tukachevsky. Tukachevsky is one of the most underrated commanders of all time and basically invented the predecessor of the armored Blitzkrieg.
Stalin however hated his guts, mostly because stalin had a hatred for talented generals and feared a "red army napoleon" taking power. During the purges stalin had him executed. If he was able to stay on as red army chief finland and barbarossa would have gone a bit differently imo.

Katyn wasn't revenge but a normal day for him. He already did worse during the Polish Operation of the NKVD.
