the main problem here is cheap 19th century industrial buildings and terraces which are a) ugly as fuck in the first place and b) have aged quite badly. For every nice neoclassical or gothic revival library and town hall there are 100,000 copypasted terraces. Once you get to the 1920s and 1930s they were building comfy houses like pic related which combine modernist planning and space standards with vernacular architecture and decoration in a very pleasant manner. There are a whole lot of buildings in this style (especially around London and Birmingham) but there's usually enough variation within individual neighbourhoods so that they don't look as copypasted as American suburbs of the era could get
