US outright banned the imports of slavery 1794 thinking the practice would just die out naturally (it didn't)

South America/Caribbean slavery conditions were so harsh they die as fast as they can be replaced, so as said yes for north, no for south.

Compared to Caribbean slaves the American ones were well off (although that's obviously not saying much)

Whereas American plantations cultivated a slave population places like Haiti literally worked them to death and simply imported more.
