No. the Western Roman Empire fell long before Justinian was born.

But the legacy left behind after the Visigoths moved in was still going strong (they adopted and regularly practiced Roman texts, infrastructure, education, and so on), whereas Justinian's Reclamation of Rome ended up sucking that legacy out and trying to center it in Constantinople. Justinian also left the Empire in a severely weakened state after the wars of reclamation, leaving them virtually defenseless against the Muslim invasions of later decades and centuries to come.
