I think he did encourage European immigration to Mexico, but it never even got close to out populating the mestizos and most immigrants settled in Mexico city. I don't think it was solely some racial project, as Diaz was half Zapotec himself. It was also a way to attract skilled workers to aid Mexico in its economic development.
