Pinochet was a gray area.

He was good because he saved Venezuela from Allende. For all the memeing about America supporting a coup to overthrow the legitimate government, it was actually as legal and popular as it could get in Chile. The Chilean congress asked Pinochet to step in as Allende ruined the economy and moved towards an authoritarian state.

The problem came when Pinochet clung to power and began persecuting those on the Left. Apart from the rampant human rights abuses, Pinochet's regime also was responsible for many of the social issues in Chile today, ranging from the high degree of income inequality (though hardly something unusual for South America) to corruption and the politicization of the military. That last point in particular is a big one - military service and support for the military is a decidedly right-wing thing in Chile.

Even in Chile, he's not universally reviled like many people would expect, and that's exactly because he saved the country from Allende.

I don't really know anyone who supports Pinochet ala "he did nothing wrong", most people who aren't teenager Facebook commie memers just think that Allende had to go for one way or another. Allende really fucked the country, Chile has never been a wealthy country but we really never saw periods of literal starvation. What came later really sucked, but at least he left the power somewhat pacifically.

Dictators wreck their countries because they wreck institutions and tolerant political culture.
