No wonder really. Agriculture and civilization slowly spread from the middle east and reached the most distant parts of Europe last. Not to mention those regions are much colder with only one harvest a year, making agriculture harder and less attractive in the first place. There were still hunter-gatherers in Fennoscandia less than a thousand years ago.
