So India had a number of ancient city states that were proto-republics, they were called janapada or Ganapada, something close to res publica, a oligarchic republic, some of these peoples were prominent just around the time Buddha was rising in his popularity and there are many stories about Buddhas travel in those areas populated by the Licchavis, Malla, Kashi, Vrijji, Anga, Magadha and many of them were republics according to its description in the Anguttara Nikaya

In fact in the mahabharata there is a paragraph whereBheeshma and Yudhistr talk about the features of a republic that states
"Bheday ganah vineyshur hi bhinnastu sujayah paraih
Tasmaat sanghaatyogen prayateran ganaah sadaa”

I.e. “Republics are destroyed only by internal conflicts between the people
Therefore republics should always seek to maintain good relations among the people”

and also :

“Teshaam ayonyabhinnaanaam swashaktim anutishthataam
Nigrahah panditaih kaaryah kshipramev pradhaanatah”

which means :

"Therefore the wise people in a republic should crush the chiefs of the wicked persons who try to divide the people”
