I studied economics. The Laffer Curve is real, meaning that at some rate of taxation increasing the tax rate will actually decrease the amount of tax collected by the government (and also depress economic activity).
It's fairly easy to understand. There's a curve on a graph of tax revenue vs. tax rate. If you are on right of the peak of the curve then cutting taxes WILL increase tax revenue (and also stimulate the economy). If you are on the left of the peak of the curve though then cutting taxes will cause tax revenue to fall. In other words what you should do depends on where you are on the curve.
The reason for this relationship is that past that threshold tax rate represented by the peak on the curve, some people that don't have to work stop working (because it isn't worth it with so much of their income being taxed). And so tax collection falls.
Here's what went wrong: Reagan and Laffer thought the peak of the curve was quite low, somewhere around a 30% tax rate. Because of that they thought they were on the right side of the curve and could cut taxes to raise revenue and stimulate growth. In reality they were on the left side of the curve and so cutting taxes only reduced tax revenue (and caused a budget deficit).
Subsequent studies have shown in the US the point of the curve is really around 70%.

Lowering taxes, means that taxpayers have more money left over. Middle class (the top 50% to 1%) would most likely use that to buy stuff (house, car, appliances, go out and eat, etc) which gets more money in the economy, making a better economy. Rich people (.1%) invest that extra money. They build factories, homes, etc which means more work opportunities, which means more taxpayers and more money going back in the system.
Higher taxes restricts all of that.

It should be remembered that the revenue maximizing point on the Laffer curve is not normative. Simply because we could generate more tax revenue does not mean that we ought to do so.
What the Laffer curve fails to capture is the opportunity cost of taxation. When the government establishes a tax-- any tax, be it the revenue maximizing rate or not-- the government is siphoning resources away from the private sector. This means less consumer spending and, therefore, less job creation. Overall production will be diminished too, resulting in increased prices for consumer goods.
