Being Roman ceased being an ethnic identity long before the Western Empire fell, and the actual city of Rome ceased being the capital or even the cultural center of the empire even longer before that. The most wealthy provinces of the empire were in the east, and Greek was already spoken alongside Latin in most parts of the Empire. The truth is that the Byzantines saw themselves as being the successors of the Romans culturally. They centered themselves in Constantinople and still upheld a hellinistic culture. Who disputes this.

I'd go further, Byzantium is a historiographical term made up by a butthurt scholar from the HRE after the fall of Constantinople, probably to delegitimize the surviving partition of the Roman empire. It wasn't a successor state but a continuation of the Empire.
