Native American is a broad term. Some North American natives did have writing, but the majority did not. Why? Because I assume the ones who did not have it did not yet need it. The Natives were some of the latest in the world to begin their civilizations, and on top of that, they were isolated. You must remember that Sumerians were the ones to first adopt a script, and the only reason people around them did as well layer on was because of international trade.
Written language was only independently invented in two places: Sumer and MesoAmerica. (Some claim China as well.) Everywhere else got it by cultural diffusion. So the answer to "why didn't X have written language" is always just "because they were culturally isolated from those two places." It doesn't need a special explanation beyond that, since developing it independently is the EXTREMELY RARE exception and not the rule the question implies it to be.
