Persia wasn't really viewed as the "big evil empire" that it's become in history. Most of the more radical democrats were pro-Persian because the achaemenids didn't give a shit how a city so far away was governed as long as they paid their taxes. Sparta and the Peloponnesian league were a much bigger threat to the government of Athens
