Because they kept demanding blatantly unacceptable concessions despite themselves being the aggressors and having fewer resources than their enemies. Basically they gave their enemies no real reason to concede.

Tanks were pretty worthless in WW1. The problem with the German defence was not that their tactics weren't working out, the problem was that they were out of resources to keep up their defence. If you had handed Germany resources they could have kept the enemy at bay, tanks or not.

They couldn't do so in 1918 because they were losing horribly.
The better question would be why couldn't they do so during the Winter of 1917, the answer is basically what >>2583543 said. There was also the fact that even when Germany was winning tactically, they could never really win strategically.
