Depends on what work slaves do in the nation. Compare the Roman Empire where slaves worked in all areas of industry and in households, to the southern United States where slave labor was directed toward making plantation owners richer.

At some point when the welfare state has sufficiently advanced slavery is going to become necessary to keep the wheels turning. As automation continues eventually the existing systems for funding the state will start to become obsolete and the government will start contracting out blocs of welfare recipients as a privatization scheme in order to more efficiently manage their finances. The owner will provide his clients with basic food and housing in exchange for tax breaks and subsidies, and all the owner will ask from his clients in return is that they work on his property so long as no other work is available.
