Make Ravenna or Carthage the official Capital.
Be nice to the barbarians, expand official and religious holidays outside of Rome so that you can get your Emperor mandated largess in the provinces as well. Combine these days with a census or some other way to monitor population.
Settle barbarians Greek/Roman colony style.
Make provincial governors don't believe that a river is a permanent and impregnable defensive fortification.
Make pagans and Christians equal under the law, raise Emperors with a mix of both traditions so one day the Empire can come to a peaceful synthesis between the two states.
Massive army reforms, turn auxiliaries into proper Legions.
Denounce the very existence of an "Eastern Roman Empire" so future historians will do the same.

Initially Germans just wanted raiding/trading.
The later movements into the empire were due to pressures from other migrating tribes + the issue of 'holy fuck it's getting colder we need better land'.

The issue wasn't 'fuck over the germans and make them mad'. The issue was 1)Romans invite germans in to help during civil wars 2)Romans fuck up managing the germanics and let their military commanders get too much power
