Modern islamic terrorism traces its roots to the palestinian black hand and egyptian brotherhood movements in the 1930s. The reason these two organisations stand out is due to their policy of declaring jihad on tgeir opponents as early as they were created. The brotherhood was initially anti-colonial influence in its operations but it practiced terrorism nonetheless and that quickly mutated to any critics or rivals. The black hand hated jews pretty much immediately and encouraged the targeting and murdering of opponents by the civilian population. It still wasn't exactly the same as today's brand of islamic terrorism, but there is a clear continuity through ideology, modus operandi and many modern terrorist groups can trace their "lineage" directly to those 2 groups. But admittedly the trend didn't become widespread til the 60s.
