That's because it's from 1203 BC, about 300 years before David established his dynasty. It does mention Israel as a nomadic people residing in Canaan, establishing the timeline for the tribal confederation leading to the events described in Mesha, Kurkh and Tel Dan which mention the monarchy.
There are also mentions of the tomb of David from the Hasmoneian times and the office of the the Exilarch of the Davidic line that was recognized as such as far as in Persian and Hasmoneian times has only died out in the 14 century AC. There is a debate about the extent of Davids kingdom and his actual importance but there are really very few people that doubt that he existed.
