Of course. They had pushed all the way to the Elbe before the infamous battle of teutoburg forest.

After the disastrous battle the Romans decided it wasn't worth the effort to restore their hegemony there and bailed. Pitting the tribes against each other was good enough.

There's also some political concerns like Drussus dying when he fell off his horse, and the rivalry between Germanicus and Tiberius.

Caesar barely actually ruled as sole leader of Rome, though. He was killed precisely because the Senate was afraid he was becoming an autocrat. How to you figure he was the emperor?

Greatest in what sense? I'd argue Augustus was overall the best emperor of the whole Roman empire, I'd say Justinian was the best emperor of the Eastern Empire and pretty much all the Western Roman emperors sucked.
