Paying for water emerged from there being too many humans in an area and us needing infrastructure to replenish and protect our existing water supply.

People mostly don't mind paying for water that they can trust is sanitized and safe to drink,. Having to get water yourself for free would have to be boiled first in order to make sure one didn't get sick from drinking it or bathing in it.

It's bullshit for residential users of water to have to pay. Virtually all treated water goes to businesses, virtually all contaminated water comes out of businesses. If businesses pay a few percent more per liter, nobody else would ever have to pay for any. Businesses can then pass on the costs to customers, and enact measures to preserve water.
