In one way he was exactly the king Jerusalem needed at the time. He succeeded young, and had leprosy, but they were lucky it was him who succeeded at a young age and not someone else, as he was very competent as soon as he was of age and defeated Saladin at 16. His leprosy was crippling and definitely his Achilles heel, but in spite of this he still trudged on and did everything he could to defend his Kingdom.

He defeated Saladin multiple times, provided a very formidable defence for Jerusalem, and was actually close to having Saladin captured if not for the actions of someone I don't remember the name of who refused follow his orders. After Saladin barely escaped back to Egypt, he basically waited patiently until Baldwin slowly succumbed to his leprosy. After Baldwin died, Saladin was free of adversary to begin his campaign to take Jerusalem.
