No doubt great leader, made Russia world power, no loses in 100 years.
Of course there is dark side of his reign. Continuous wars and army modernization required a lot of money, which brings more taxes and inflation, citizen getting even more poor, but no one does anything because of a Russian mentality - you need to suffer for greater good, but this greater good never happens.

As a person, Peter the first were really nasty. He had no feel of disgust and it can be proven by first museum in Russia - kunstkamera. I don't think I need to explain what was in it, but Peter had personal Dutch master that was making laces for dead, deformed and ugly kids that was stored in bottles with glass, Peter was really amused by it.

Overall I will say that he's 90% good, 10- bad.
