I personally believe that Norway (Norge/Noreg) has a similar etymology as Sweden. "The Way North" is only attested outside of Norway itself, all the names of the country inside is always Norighi, Norici, Noriki, Norekur, Nuriki etc.
I think it's similar to how Sverige (Sweden) comes from Svearike (The Swedes' Reich). Norge/Noreg comes from Norrike (The Nors' Reich).
Herul peoples migrated from Norricum to Scandinavia, and they might have named the country
