The problem with monarchy is succession based upon primogeniture. Succession should instead be based upon the idea of meritocratic adoption i.e. the ruler adopts as his heir the person who they feel is most suited for the job of ruling. It wouldn't always be perfect, some times a ruler may misjudge, but I feel would largely avoid the pitfalls of typical monarchic succession.
