Medieval Italy was a crumbling bankrupt ruin where petty tyrants and corrupt brotherhoods openly murdered each other in blood feuds, and wild dogs menaces the townsfolk in the streets.
The popes had to practically beg the French Nobility to come and conquer them by offering kingdoms and even the Papacy.

Wow, when you put it that way, it seems like there was basically no change between Ancient Rome and Medieval Italy.
I'd prefer medieval France but medieval Italy is already a huge improvement compared to ancient Rome.

Ancient Rome if I'm a poor urban plebeian or free Roman farmer, medieval Italy if I'm rich or a poor farmer. Hard to decide which is better if I'm a middle class urban craftsman.
