Parthians aren't Persian m8. They were a steppe warrior elite much like how the Turks took over much of the Abbasid Caliphate. The reason the Parthian collapse happened so quickly was the Sassanid claims of restoring Persian glory and a call back to the Achaemenids.

Actually, there are some sources describing the Parthians as white, as they came from bumfuck north to the south.

Similarly, Alans, Cumans and certain Pecheneg and Kipchaks are also described as not only white but with blonde hair and blue/green eyes.
