More like rebuild the occupied land and instill your institutions while keeping the local tradition and way of life intact so you can have a strong ally in a couple of decades.

I dunno, it seems like the UK has experienced some pretty good results from settler colonialism. They've managed to establish strong, prosperous allies in North America and Australia, with whom they share a lot of values and culture.
