Agrarian reform was absolutely necessary for numerous reasons. First of all you had tons of pauperized farmers roaming around the countryside and coming in mass numbers to Rome looking for any kind of work just to survive. Secondly it was vital for the survival of Roman citizen's army system. Impoverished farmers simply had no means to supply themselves with reasonable fighting gear, let alone had any reason to fight at all. It was the most rational thing to propose at the moment.
