At no point was the Soviet Union a democracy. Lenin had no patience for that kind of shit. What the cpsu(b) said went, and do dissent was either suppressed or ignored, tending toward the former. Political repression, with the attendant prison camps, mass executions, etc, was a Soviet thing from the very start. The whole Lenin good, stalin bad thing is ludicrously wrong.
