"Power" is a bit ambiguous.
Separating power over people from military power or money are important distinctions, though they contribute to how powerful you are in the general sense.
Who is more powerful (in the general sense)? Bill Gates or Kim Jong Un? I expect most would rather be Bill Gates than be stuck in North Korea and at risk of assassination, though some would prefer the privileges Kim Jong Un enjoys. There is some subjectivity here.
Among peers it is a bit easier. For most money is a big part of it, some things can be easily valuated in monetary terms by looking at the opportunity cost of holding onto them.
Military power might be valuated in a similar way. Looking at the military budget needed to reduce the chances of calamity to reasonably low levels is easy. However war is chaotic and unpredictable and involves many factors so predicting the cost of projecting force and their ability to do so is difficult. You might not be as powerful as you thought. There is also some relativity. Maybe Thailand could defeat Burkina Faso in a pitched battle with conventional forces, but how would Thailand get its troops all the way to Burkina Faso and is it willing to suffer the diplomatic repercussions?

In general sense power is the ability to get things done. I would say you can no longer describe power as the ability to make people do what you want because automation has made it possible to do a lot of things without people. (Or more accurately with many fewer)
