China was such a shithole, their people once provided a choice between sobriety and nodding out, chose nodding out.

Yes, it was shithole, but was rising with huge speed.
1600 - set of city states and primeval bitches around.
1700 - set of regions with carton emperor (HRE style).
1800 - average semi-nomadic confederation (as actual Ottoman Empire).
1900 - country with beginnings of industry, univercities and perspectives of united consitutional monarchy.

I can't think of any pristine contemporary cities. best guess would be maybe japan or singapore but even in those places I'm sure you could find some scummy alleys.
