As we talked about before depictions of leaders while they are alive are often edited to make them look better and more favorable to the masses. Yes. You posted a terrible version of it though. Here's a better one. But point is: hair colors on Gods aren't fixated. You can paint it whatever color you want. In Roman frescoes, the Gods and heroes tend to be overwhelmingly brown haired and males with tanned bronze skin . The only creatures that are consistently blonde seem to be nymphs are cherubins.
