The Spanish miracle wasn't a sole machination of Franco at all and the people responsible for bringing it about were hardly die-hard Francoists. Spain before the miracle was living in misery, total misery, and the only way Franco could turn things around were if he went back on all his policies and essentially embraced what he didn't believe in.
