Everyone has their opinion but lets talk objectively now.

French, Italian, and Japanese are generally considered fine dining. As for universal appeal to me the clear winner is Italy. Everyone loves at least one Italian dish, and it has been so influential in so many ways.

Many cuisines have a few great dishes which is why people like them, this includes Russian, Greek, British, Hungarian, Cajun, you name it. But they can't be considered the best.

Honorable mentions go to Chinese, Mexican, Indian, and my personal favorite, Thai food.
