Almost the exact same as there being American citizens in the US, but there's no "American" race.

The Eastern Roman Empire was the Roman Empire that survived the fall of the west. To the citizens of the area, it was business as usual, with the same government, emperors, and armed forces all the way until the fall in 1453.

the name "Byzantine" is a later term finding its first use to describe the Empire in the 17th Century, to separate itself from the Holy Roman Empire, which was recognized as the Roman Empire by the Pope but was by no means connected to the old Roman Empire by way of government. This was mostly because the HRE was loyal to the Bishop of Rome, whereas The Eastern Roman Empire viewed the Pope as subservient to the Emperor, not the head of state, whereas the HRE viewed the Pope as a state leader alongside the Holy Roman Emperor.

Most historians of that time went along with the Byzantine nomenclature because the Empire held little influence in Western Europe after Justinian's reconquest of the West.

Most academics today agree that the Byzantine Empire is indeed the Roman Empire as the state and leadership remained intact for a millennia, where before it was seen as illegitimate as they didn't follow the leadership of the Pope, something the Roman Empire never did.
