Ultra Orthodox Jews follow the Shulchan Aruch, which flat out states that it is forbidden to steal in any instance, even ones that aren't legally punishable, as it forms a habit that leads to actual trespassing of divine law. Even things like grabbing your buddies whatever as a joke and then returning it to him is off limits.

For starters, the oldest known source for Kol Nedrei (and it's written differently, as it's in Hebrew, not Aramaic) comes from a 9th century text, well after Mohammad.
Secondly, Kol Nedrei is only binding on obligations between one's self and God, not between one's self and other people.
