I'd say so. But no "master culture" exist. The only criteria could be which culture conforms to God's will the most.

Also, it should be noted that most cultures beyond isolated ones do to some degree share similar precepts.
Largely however, how far or complex a culture is capable of producing in terms of eventual quality of life is not a straight line, and impacted by thousands of other factors such as environment, precursor religious beliefs, and events such as exoduses, plagues, etc etc.

I suggest instead you simply read the history of geologically different cultures and look for the commonalities.
