t looks like maybe it is a sedimentary rock,in which case I suspect that it is not a worked artifact at all, but that the rock happened to break in away that looks unlikely to have happened naturally.

Millstones get concavities worn into them from the grinding, I don't think it is that.
If it is an artifact at all, given the size OP reports, (looked a lot smaller to me in the pictures,) your anchor idea seems a good bet.

I imagine a rope with a loop tied at the end could be placed around the notch, and the rock itself could be used as ballast in a canoe.

I can't see any way to properly fasten a rope to it permanently.
