Something like this. If you look at where the main Roman legions of Britannica was situated, you'll find that they where based further south. The garrisons at the wall, would report any incursion they where not able to handle themselves, and when the main force had beaten them into a retreat, the garrison would cut of their line of retreat and the invasion force would be decimated. It was basically the Roman version of elastic/in depth defence

Yeah but it also encompasses more land and therefore more people. In this case those people were the Picts who were notoriously unruly and who didn't really have many natural resources to trade which made conquering them and garrisoning the area a waste of soldiers.
