Actually Auschwitz proper (with the sign and red brick building) was primarily for non-Jewish inmates (most of them Polish). Birkenau nearby was the camp for Jews and Gypsies.

Which didn't stop international pressure from forcing the locals to remove the cross erected in front of the entrance on the grounds that it insults the memory of Jewish victims. The nun convent next door had to move due to similar harassment too.

Also (to answer the question properly) Auschwitz was not considered to be in occupied Poland (i.e. the General Government), but it was annexed to Germany directly.
