It's a very jagged way of talking, lots of short breaks. Then the words are all shouted, the Rs are rolled in a way you don't hear it anymore. That scene is in Nuremberg, so you'd hear high German or the Frankish dialect; this is kinda Prussian, I don't know what to call it.

Apparently, Himmler used to have some very Occultist ideas around the sword and Hitler being given it. I don't know where I got that from but I remember reading it. Something about the sword being seen as a form of energy for Hitler.
