The problem wasn't finding enough men, or even enough equipment. The Germans had been pumping out equipment well into this final phase of the war. The problem was fuel. The Americans had finally knocked out the last German fuel reserves in Romania and they had nothing to keep the the Wehrmacht going. Between smashed rail lines, no fuel for transportation or tanks, it meant infantry would be facing down one of the largest armored mechanized forces the world had ever seen. By then even a Waffen-SS General saw the writing on the wall.

Yeah, in total over the course of the war, but in the specific scene, Hitler promises him command of the new Luftwaffe, and that he can expect a thousand new jet fighters to help rebuild the Luftwaffe, as soon as they break out of Berlin. Completely delusional.
