Not really. The globalists love failed states like South Sudan and Haiti because those states are completely dependent on services provided by NGOs, they are "NGOistans" in the sense that they are ruled by Western social workers.

This creates a lot of jobs for Westerners, so it's kind of good for them. That's why George Soros fund NGOs that destabilize countries like Brazil, why the CFR helps FARC in Colombia etc.
